The Committee on Climate Change has published its latest annual report to Parliament on progress towards meeting carbon budgets. This assesses latest data on emissions and their drivers and progress in developing new policies required to reduce emissions. http://www.theccc.org.uk/publication/2013-progress-report/
It finds that there has been good progress on some measures in 2012, such as insulating lofts and cavity walls, and additions of new wind generation capacity. But there are risks that this progress will not be sustained, and in other areas progress in 2012 was limited.
Overall it finds that although the first carbon budget has been achieved, and the 2nd is likely to be, this is largely due to the impact of the economic downturn. There remains a very significant challenge to deliver 3% annual emissions reductions needed to meet the 3rd and 4th carbon budgets.
