This event brings together expert guest speakers to explore the findings of the Independent Review of Greenhouse Gas Removals, published in October 2025, alongside the UK Government Response of July 2025 on integrating greenhouse gas removals into the UK Emissions Trading Scheme (UK ETS) by 2029. Together, these publications mark a pivotal moment in how removals are expected to contribute to delivering net zero and form a key step in building a long-term, robust market for high-integrity removals in the UK.

Speakers will discuss the review’s key conclusions on the role, scale and integrity of greenhouse gas removals, and examine the Government’s emerging approach to creating a regulated, long‑term market for high‑integrity removals through the UK ETS. The session will be of interest to policymakers, analysts, industry and finance stakeholders seeking to understand how removals are being positioned within the UK’s net zero framework and carbon market architecture.

Our speakers are:

Dr David Joffe
David is an Expert Adviser in the Clean Power 2030 Unit in DESNZ. From April to October 2025, he was also Head of the Secretariat for Dr. Alan Whitehead’s Independent Review on Greenhouse Gas Removals. He previously worked at the Climate Change Committee for 16 years, where he was Head of Net Zero from 2019-2023, leading the analysis programme to develop the CCC’s pathways to Net Zero in its 2019 Net Zero advice and for the Sixth Carbon Budget in 2020. David is a Visiting Professor at the Centre for Energy Policy at the University of Strathclyde and has a PhD from Imperial College.

Dr Felix Grey
Felix is a Policy Adviser in DESNZ, where he leads the policy team integrating Greenhouse Gas Removals into the UK Emissions Trading Scheme. He has spent 6 years in the civil service advising on climate and environmental policy. Prior to that he was an academic economist at the University of Cambridge, teaching and researching climate economics.
